2004 Programme Management Office Director
BT Syntegra is in course of preparing to support implementation of IPC (Internet Protocol Convergence) across 2000 Government Buildings (DWP - The Department of Works & Pensions), a £500m + programme. Len was brought in to review and deliver the Programme Management Office Support Functions which will assist the Programme Director & Project Directors in:
• The planning for the entire programme;
• Ensuring quality is built-in within all deliverables;
• The management of all risks & issues;
• The management of change control;
• The management of all programme financials;
• The delivery of all MIS and programme & project reporting.
Key Tasks & Deliverables:
• Reviewed all existing programme management offices and provided recommendations for change together with the road map for people and systems change, process mapping and then reengineering for the creation of one overarching world class Programme Management Office.
• Setting up the new IPC Programme Support Office which will then grow and subsume the current programme management office structure.
This task is ongoing albeit nearing completion.



Mahindra-British Telecom Ltd (UK/India),
2003 – 2004 Siebel CRM Programme Director
Mahindra BT is a joint venture between BT (UK) and Mahindra (Indian, based).
Key Tasks & Deliverables:
• Initially reviewed the organisation, management and delivery life-cycle (both Business & I.T. life-cycles) from both on-shore and off-shore for all Siebel 6 & 7 implementations
• Provided a revised strategy which included setting out changes for implementation of a revised Programme Office, the changes required to move to a 20/80 on-shore/off-shore model, the deployment of a revised I.T. infrastructure and plans for a BT migration from a Siebel 6 to a Siebel 7 platform.
• Set up a Siebel CRM practice, designing the organisational structure, implementing the processes, health-checking the existing programmes, ensuring continuity, structure and governance both in India and the UK
• Piloted implementation within BT Retail 'Project eVolve platform'.



Halifax & Bank of Scotland (HBoS), 2002 Euro Consultant
Reviewed the HBoS Group IT & Business Euro Mobilisation and Implementation plans on behalf of the Retail Bank. Identified a less complicated and less expensive implementation method. If all recommendations are followed, HBoS will enjoy significant cost savings of, minimum, £75/100m within the Retail arm of the Bank and, approximately, £200m+ savings across the HBoS Group.



Royal Bank of Scotland (Europe/UK), 2001 – 2002 Programme Director
Initially, Len was responsible for the migration of all NatWest offshore Businesses and Operations and also Coutts Bank to the RBoS target platforms. Subsequently, Len was then given the responsibility for ensuring the population of all data for the set up and configuration of the RBoS 'target mainframe systems' to which all Nat West applications were to be converted. Len was required to set-up new teams, processes and procedures to ensure build was correctly populated. A vast task for what was, already, the largest bank mainframe system within the UK
Tasks & Key deliverables:
• Reviewed the migrations of systems from Coutts Bank, International and all Nat West Offshore operations to Royal Bank of Scotland target systems.
• Addressed the organisational structure to ensure that business aspirations were included and the defined the bigger picture. Identified gaps and omissions (to allow forward planning for resources and training), where necessary implemented corrective action and also ensured all system and business dependencies were addressed.
• Restructured Boards and Steering Groups, which was then followed by a major re-planning exercise.
• Managed the assurance of the build of all critical RBoS off-host systems for Tandem, Unisys, AS/400 and all non-critical systems involving 82 applications on 47 different environments.
• Outsourced development and testing tools and management of 200,000+ datasets to India providing savings in excess of £1 million in the first six weeks of the arrangement.
The end result was a clear migration plan for Coutts Bank and all Nat West Offshore and International Banking Operations and the set-up of target systems to assure delivery for the conversion of all NatWest UK source systems to RBoS target mainframe systems.



ABN AMRO Bank (UK/Far East), 2000 - 2001 Senior Programme Manager
Key tasks and deliverables:
• Reviewed a Deloittes led SAP implementation to identify risk issues and effect change. Result was improved risk and issue management, stronger ABN AMRO management control and the implementation of Business Objects as the overall MIS reporting tool. Also recommended the marriage of all offshore SAP implementations into one Global implementation to affect cost savings – subsequently progressed.
• Pioneered the restructuring of two IT delivery departments, The Programme Management Unit and ABN AMRO IT services. Objective to reduce staff numbers. Then worked with senior management to provide detailed ongoing strategy
• Restructured the Business Services Group and the Software Development & Integration Group. Involved realignment and change for 600+ UK staff and 1,300 staff in Amsterdam.
• Rescued the internet electronic service delivery GFM (Global Financial Markets) Web Portal. Outsourced Call Centre Management and Web Hosting.



first-e finance.com (Ireland), 2000 CTO/Programme Director
Interim Chief Technology Officer:
Complete I.T. responsibility for set up, structure and organisation of the internet company first-efinance.com, e.g. networks, development, operations, strategy, methodologies, budgets (£30m+), staffing (120+), product development, build and testing.
Programme Director for Mortgages, Loans and Cards:
Complete responsible for delivery of programmes of work for three new web based electronic service delivery e-products, (mortgages, loans and cards) and the management of all 3rd Party suppliers (EDS, Experian, IBM and others). All product deliveries incorporated full CRM capabilities and Euro functionality to allow for both pan-European rollout and eventual UK entry to the Euro zone.



Piraeus Bank (Greece), 1999 Programme Manager
Provided Electronic Service Delivery E-Commerce strategy and initiated the re-organisation of Piraeus Bank Treasury/Investment Banking Departments. This required the integration of four subsidiary banks Treasury departments on to one platform with one overall internal CRM capability.
Then planned and initiated a programme of work for the development of a Home Banking/Internet Banking site.
Made recommendations on Piraeus Group plans to implement the Euro. These were followed effecting successful completion of work early and within budget when Greece joined the Euro zone.



NatWest (Greece), 1996 – 1999 CIO (Chief Information Officer) NatWest Greece
Total responsibility for every aspect of I.T. supporting a banking operation consisting of Investment Banking, Treasury Operations, Personal Banking, Corporate Banking and Premium Retail Banking as well as normal business support services, e.g. HR etc.
Role included complete Programme Director responsibilities, formulation and maintenance of strategy, revenue budgets of £40m+ pa, supplier management and also executive involvement in the sale of NatWest Greece to Piraeus Bank.
Post sale he then had management responsibility for the merger of the two Bank's systems and staff.
Major successes included provision of short, medium and long-term strategy that aligned I.T. to business needs.
• Introduced a CRM strategy
• Introduced and Implemented development & project methodologies in Business & IT
• Introduced and Implemented an Electronic Service Delivery across all parts of the Bank
• Implemented full IT Disaster Recovery & Business Continuity plans, Euro Compliance for EEC currency change and Y2K compliance
• Brokered significant outsource deals to India (120+ working offshore)
A direct result of all the above was the move to substantial profitability of the NatWest Treasury & Investment Banking Operations which grew to become one of the Top 5 Greek Treasury Operations (Primary Dealership) – of which the majority of this achievement was down to the provision of changed and improved I.T. services.


Education

Born April 1955, Grammar School educated to ‘O’ & ‘A’ level. Subsequent studies led him to become a holder of the Institute of Bankers (IOB), ACIB and further study led to successfully obtaining the IOB, Financial Studies Diploma (Dip FS) - which has since been superseded by the MBA of which the FSD diploma is the equivalent. Originally qualified with ACIB Parts I & II with distinctions in Law & Practice of Banking and also the ACIB qualification in Information Technology at ‘S’ level.


Skills

An accredited DSDM practitioner with detailed knowledge of many project and software development methodologies e.g. UML, Use Case, DSDM, SSADM, PRINCE and PRINCE 2. Has managed developments in LINC, Cobal, CICS, C+, C++, OO, Java, VB, VB+, VB++, Java +, Java++, EJB, OO, XML, Access, XL, OLAP, HTML and Business Objects, the reporting tool (this is not a definitive list). Has also managed the utilisation of many testing and configuration management tools. Database developments have included DB2, DB3, MS NT SQL, LINC, and Oracle (7, 8 & 8i) on CICS, Win 3.x, Win9x, NT-Server, NT-PC, OS2, AS400, Tandem, VMS, Unix and Sun platforms on mainframes, servers, RAID and other hardware.
