Summary of Experience

Corporate Services
• Manage the provision of corporate support services to the Chief Minister, Ministers and their staff, Chief Executive and other Executive staff, and other Units in the Agency.
• Provision of high level advice on administration and corporate policy, strategic planning and Agency operational issues to the Chief Minister and the Executive.

Business Consulting
• Provision of effective and timely, value adding risk assessment and business consulting services to Chief Executives of Government Agencies and Ministers.
• Conduct of complex audits and reviews of systems and operations with a view to recommending improvements in internal control and business effectiveness.

Change Management
• Successful experience in leadership and implementing change across an organisation.
• Development and implementation of a freedom of information and privacy model for whole of government, including facilitating use of the model process and the development of appropriate policies, procedures, guidelines, fact sheets and forms.
• Develop and conduct training sessions for Ministers, Executives, Management Boards and staff at all levels, including the development of a national Training Package for availability through the Commonwealth.

Information Management
• Manage the administrative, regulatory and legal obligations of an organisation’s records and information, and align information management processes and policies in line with organisational directives.
• Develop and manage the role and responsibilities of a new Unit.

Policy and Legislative Reform, Development and Advice
• Initiate, develop, coordinate, implement, monitor, evaluate and report on whole of government strategies, policies and programs.
• Represent Government on State/Territory bodies and at national forums.
Legislative and policy reform and development, including National Competition Policy Reviews.
• Design, develop and produce corporate publications and discussion papers, including media releases, Ministerial speeches and newsletters.
• Provide high level policy advice to Government and advise the Minister during Legislative Assembly sittings.

Community Consultation and Regulatory Compliance
• Organise and conduct industry and community consultative and education projects.
• Conduct complex investigations and represent the NT Liquor Commission at hearings.

Administration, Telemarketing and Quality Management
• Manage the financial accounts of an organisation and provide advice to Executive on matters relating to budget management, investments and property management.
• Implement and maintain Quality Management and Control procedures within the administration, manufacturing and purchasing context.
• Sales, telemarketing and membership services.

2004 Manage the development of the Department of Chief Minister’s Procurement Plan.
Develop a Corporate Governance Framework for Government’s modern health system.
Review Phase 1 of Government’s $600M Darwin City Waterfront Redevelopment Project to determine the level of compliance with and the application of governance, legislative and policy frameworks and make recommendations to improve business procedures and systems.
Develop and pilot an E-based auditing tool for records and information management compliance reviews across all Government Agencies.

2003 Developed and successfully piloted an Operational Risk Assessment tool for Risk Management Services for application across all Government Agencies.
Review of the NT Institute of Sport, resulting in Government implementing report recommendations relating to changing future corporate and operational objectives and direction.
Review of the Information Management Section resulting in the identification and understanding of resource implications for implementation of its Business Plan, and recommending efficiency and effectiveness measures.

2002 Chaired the biannual National 2002 Australasian Commissioner’s Women in Policing Advisory Committee (CAWIPAC) Conference. Assisted CAWIPAC update the Communication Strategy, prepare Terms of Reference, and develop a strategic focus and draft its 2002/03 Business Plan.

2001 Project Manager: Northern Territory Government Stop it.…before it starts: Domestic Violence, Family Violence and Sexual Assault Intervention Research Project for Adolescents and the Indigenous Family Violence Offender Program (2001 Commonwealth Australian Violence Prevention Award).
